ABSENT: MARVIN HENISE. PRES. DAUGHERTY OPENED THE MEETING AT 7:30 P.M. WITH PLEDGE AND INVOCATION BY LYN SECRETARY REPORT WAS SUBMITTED, RUTHANN MADE MOTION TO ACCEPT, LYN SECONDED, MOTION CARRIED.. TREASURER REPORT WAS REVIEWED: BLADE MADE MOTION TO ACCEPT, DON SECONDED, MOTION CARRIED. ENGINEER REPORT : DON AND MARV DID WALK THROUGH FOR NEW SIDEWALK GRANT WITH CHRIS KRAFT, AN ESTIMATE OF $50,176.23 WAS SUBMITTED. LYN MADE MOTION, RUTHANN SECONDED TO PASS RESOLUTION FOR ENGINEER TO SUBMIT BLOCK GRANT APPLICATION. MOTIONCARRIED. CHRIS MADE MOTION, BLADE SECONDED FOR PRESIDENT AND SEC. TO SIGN APPLICATION, MOTION CARRIED. UNFINISIHED BUSINESS: HOLLABAUGH PROPERTY, LYN WILL TAKE PICTURES OF HIS YARD TOO BE GIVEN TO MAGISTRATE. BLADE,MARV, MAYOR, LYN, AND NITA ATTENDED FIRE CO. MEETING, TO EXPLAIN ZONING ORDINANCE, AND STATING THAT FIRE CO. OFFICE MUST STAY IN BOROUGH, AND EXPLAINED THAT WORKMEN’S COMP INSURANCE IS HANDLED BY BOROUGH COUNCIL. BUDGET: RUTHANN MADE MOTION, LYN SECONDED TO ADOPT 2021 BUDGET OF $52,000 AND KEEP REAL ESTATE MILLAGE AT .025 MILLS, AND PER CAPITA AT $20 MOTION CARRIED. DON REPORTED STREET LIGHT WAS REPAIRED. BOROUGH OFFICE WITH ALL MEMBERS PRESENT.
PRESENT STEVE DAUGHERTY OPENED THE MEETING AT 7:30 P.M WITH
PLEDGE OF ALLEGIANCE AND INVOCATION BY LYN McELHENNY
SEC REPORT WAS SUBMITTED, RUTHANN PALACIOS MADE MOTION TO ACCEPT
LYN SECONDED, MOTION CARRIED.
TREASURER REPORT WAS REVIEWED, BLADE KLINE MADE MOTION TO ACCEPT,
MARV HENISE SECONDED. MOTION CARRIED.
UNFINISHED BUSINESS: SEPTIC MAINTENANCE LETTERS WERE MAILED TO ALL
PROPERTY OWNERS. SEC. RECEIVED SEVERAL CALLS WITH QUESTIONS.
BOROUGH PROPERTY, D.C. WOODS WAITING ON DUMPSTER FROM LANDFILL
TO CLEAN UP TREE DEBRIS. AND THEN WILL PUT IN TOPSOIL
MARV ORDERED NEW BANNERS AND LANDFILL WILL PAY FOR ANNOUNCEMENT
SIGN TO BE ADDED TO BOROUGH SIGN.
SEC WILL FILE CITATION FOR TOM HOLLABAUGH VIOLATION OF ORDINANCE.
ENGINEER CHRIS KRAFT REPORTED THAT CDBG GRANT APPLICATION FOR
2021-2023 ARE DUE JAN. 15, 2021, STEVE WILL SCHEDULE WALK THROUGH
TO INSPECT SIDEWALKS WITH ENGINEER.

January 6, 2020
The December 2, 2019 Yorkana Borough Council meeting was held at borough
Office with following members present: Steve Daugherty, Rosalyn McElhenny,
Christine Grosh, Blade Kline, Don Daugherty, Ruthann Palacios, Absent: Marv
Henise. Present: Mayor Skip McElhenny, Engineer, Chris Kraft.
President Daugherty opened the meeting at 7:30 P.M. with Pledge and in-
Vocation by Lyn.
Secretary report was submitted, Ruthann made motion to accept, Don seconded.
Treasurer report was reviewed: Lyn made motion to accept, Blade seconded.
Engineer report that block grant applications are coming in 2020, council
Discussed applying for grant to replace old sidewalks in boro.
Unfinished business: proposed budget was advertised , Ruthann made motion
Lyn seconded to adopt a $30,000 budget for 2020, motion carried.
Blade made motion , Chris seconded to keep real estate millage at .250 mills,
And per capita at $20. Motion carried.
Secretary will check with solicitor on preparation of on lot sewage ordinance.
New Business: reorganization meeting in Jan. 2020,
Discussion on property on fry’s ave property, creating a junk yard, Nita will
Contact Lower Windsor Twp. To make them aware.
Discussion on putting siding , spouting, and porch railing on boro. Building.
Council will search for quotes.
EYARC – director Amanda Enedy is doing well and has staff positions filled.
