Meeting Minutes – May 1, 2017

                          YORKANA BOROUGH MINUTES
                                           JUNE 5, 2017
                The May 1 2017 Yorkana Borough Council meeting was held at Borough
                Bldg.
                with following members present: Steve, Marv, Chris, Lloyd, Don and
                Ruthann. Absent Lyn
                President Daugherty opened the meeting at 7:30 p.m. with Pledge and
                invocation by Chris
                Secretary report was submitted: Ruthann made motion to accept, Don
                                                seconded. Motion carried.
                Treasurer Report was reviewed: Chris made motion to accept, Don
                                              seconded.  Motion carried.
                Public comments: Thomas Hollabaugh was present to complain of neighbor
                                 issues stating people are trespassing on his property.
                                 stated he has no trespassing signs up and he made some
                                 violent threats. Council responded by stating he needs
                                 to call police if he feels people are coming on his
                                 property.
                                 Council voiced their concern about condition of his
                                 property,especially his chimney, he said he had a con-
                                 tractor inspect and there is no danger of falling,
                                 but he refused to share contractor information.
                                 Paul Sowers was also present to state that non of his
                                 accusations were true and that he is definitely worried
                                 about the chimney leaning toward his house.
                                 After a lenghty discussion, council feels they need
                                advice from State Police or attorney as how to handle
                                 Hollabaughs threats
                UNFINISHED BUSINESS;
                                     Steve reported that York Traditions rep, did not
                                     feel we should make any banking changes.
                                     EMA – Phil Smith has decided to stay as director.
                                     EYARC – Council voted not to go along with merger
                                             and remain with EYARC.
                                     Valley View curbing, Ruthann made motion, Don
                                     seconded to apply for grant. motion carried.
                                     Steve presented drawing of new sign for building
                                     Decision was made to also put a sign on bldg in
                                     memory of the 3 Mayors that served in the Borough.
             NEW BUSINESS:
                           Marv and Don removed the shed on borough property,
                           EYARC Carnival June 10 with fireworks at the East Prospect
                           ball field.
                           Primary election this month, Nita will display fliers for ms4
                           Yard sale and spring cleanup also this month.
             Ruthann made motion to pay bills, Skip seconded, Motion carried.
             Don made motion to adjourn, Marv seconded, carried.

Meeting Minutes – April 3, 2017

                   YORKANA BOROUGH MINUTES
                               MAY 1, 2017
         The April 3, 2017 Yorkana Borough Council Meeting was held at
         56 Main St. with All Members present.
         Pres. Daugherty opened the meeting at 7:30p.m. with Pledge,
         and invocation by Chris Grosh.
         Secretary Report was submitted: Ruthann made motion to accept,
                                         Chris seconded. Motion carried.
         Treasurer’s Report was reviewed: Marv made motion to accept,
                                          Don seconded, motion carried.
         Engineer report: MS4 plan by end of Month.
         Steve doing inspection of drains.
         Valley view road – Discussion on applying for grant to do
                            curbing only. to borough line. Council
                            feels sidewalks are not necessary.
         Old Business:
         Steve will check on prices for a sign to be placed on lawn
         in front of building,
         Marv and Don will remove shed in back of property and get
         fill dirt to fill in areas.
         New Business:
                      Steve reported that Gina Henise from Tradtions
                       bank was interested in talking with council.
                       Kochman insurance, Lyn made motion, Ruthann
                       seconded to stay with Kochman. motion carried.
                       Marv attended meeting about Ambulance services.
                       Hellam Twp. and Hallam Boro.want Yorkana to be
                       part of White rose ambulance service, he ex=
                       plained it would be very expensive.
                       He suggested that we not join them but stay
                       with Canadochly Ambulance. who has i paid
                       EMT. Suggested we encourage residents to
                       support them by buying memberships with
                       Canadochly.
       EYARC- cOUNCIL VOTED TO NOT JOIN MERGER, PENDING East Prospect
              Boroughs decision and School District.
      Ruthann made motion to pay bills, Lyn seconded, motion carried.
      Next meeting, May 1.

Meeting Minutes for March 6, 2017

                                  YORKANA BOROUGH MINUTES
                                            APRIL 3,2017
          The March 6, 2017 Borough Council meeting was held at the fire hall with
          all members present.
          To comply with Ms4 regulations, a public meeting was offered to residents
          to inform them of stormwater regulations and answer questions from engineer, Chris Kraft.                                      No one attended except council members.
          President Daugherty, opened the meeting with Pledge and invocation by Lyn.
          Secretary report was submitted, Lyn made motion to accept, Ruthann seconded.
          Motion carried.
          Treasurer’s report was reviewed. Don made motion to accept, Lloyd seconded.
          Motion carried.
          Engineer stated April 1, start of new permits for NPDES FOR 2017
          UNFINISHED BUSINESS;
          Marv reported speed signs are up.
          Lyn taked with Brandon Fillmore about parking in borough bldg. driveway.
          New Business:
          Lyn called Republic Services about recycle pickup, they will pickup
          by 6 am,
          Marv and Don will remove fence from yard of bldg.
          Skip said he has a flag pole to be put in front yard.
          Discussion on putting up a sign in front yard also.
          Ruthann made motion to pay bills, Marv seconded.
          Don made motion to adjourn, Lyn seconded. Motions carried.
          Next meeting, April 3.

Meeting Minutes February 6, 2017

YORKANA BOROUGH MINUTES
                    MARCH 6, 2017
     The February 6, 2017 Yorkana Borough Council meeting was held at 56 main st. with all members present.
     President Daugherty opened the meeting at 7:30pm with pledge and invocation by Lyn.
     Secretary report was submitted: Ruthann made motion to accept, Lyn seconded, motion carried.
     Treasurer report was reviewed:  Marv made motion to accept, Don seconded, motion carried.
     Brad Saylor from Yorkana fire police was present to explain that badges they wear are so expensive, so they would like to go with a patch to be worn on their jackets. Council approved for fire police to go with patch. Letter of approval to be sent to them.
     Unfinished Business:
     Steve reported that settlement went well for new office bldg.
     Marv and Rod will put up speed signs when weather warms.
     Marv and Don removed cable wire hanging over driveway.
     Hollabaugh property discussion.
     New Business
     Spring cleanup May 3, Yard sale – May 5 and 6.
     Petitions for re-election were handed out.
     Real estate and per capita taxes will be mailed out with a newsletter.
     Ms4 public meeting will be held March 6, at 7:30pm at fire hall with council meeting following. Chris Kraft will conduct ms4 meeting.
     Chris will talk with neighbor about parking in office driveway.
     Recreation authority, Skip made motion, Marv seconded to adopt proposed ordinance and article of confederation for Formation of Eastern York Recreation Authority with $4 per capita and a progressive  increase of per capita annually up to $6. Motion carried.
     Chris made motion Lyn seconded to appoint Skip and Nita to represent Borough on Authority Board. carried.
     Lyn and Marv will attend EMA meeting.
     Chris made motion to pay bills, Lyn seconded.
     Don made motion, Marv seconded to adjourn, motions carried.

March Borough Meeting

The March 6th borough meeting will be held at the Yorkana Fire Hall.  Residents are invited to attend.  We will have input on how to maintain our water runoff within the borough.

 

Meeting Minutes January 3, 2017

                    YORKANA BOROUGH MINUTES
                         FEBRUARY 6, 2017
   The January 3, 2017 Borough Council Meeting was held at 56 Main St.
   with following members present. Steve, Don, Marv, Rosalyn, Lloyd, Chris, ABsent Ruthann.
   President Daugherty opened the meeting at 7:30pm.with Pledge and invocation by Lyn.
   Secretary report was submitted: Lloyd made motion to accept, Marv seconded, Motion carried.
   Treasurer’s report; Lloyd made motion to accept, Lyn seconded.  Motion carried.
   Unfinished Business: speed limit signs will go up when weather permits.
                        Settlement for building will be Jan. 5  4:00pm, final amount of $63,709.29 in the
                        form of a cashiers’ check, Monies coming from Borough C.D.’s. Marv and Steve will
                        attend closing.
   New Business:
               Discussion on paying council members for missed mtgs. Rosalyn made motion, Marv seconded to pay                            members one missed meeting a year. Motion carried.
               A letter of resignation from Mayor Palacios, effective immediately, due to poor health and not being able
               to attend to his duties. Council regretfully accepted his resignation.
               McElhenny’s said they have a flag pole to be put in front yard of new building.
               Marv and Don will take down cable wire hanging over driveway of bldg.
               Spring community yard sale was set for May 6.
               Marv, Ruthann,Lyn and Don are up for relection, Mayor, Tax Collector and election board positions
               are also up for election.
               Nita will pick up petitions.
               According to Borough codes, President assumes Mayor duties until end of term, being paid Mayor salary.
               Complaints of Moyer chickens roaming neighbors yard and Hollabaugh vehicles in back yard. Nita will
               address.
   EYARC – Nita gave update on Merger, will have ordinance for  review at Feb. Meeting.
   Marv made motion to pay bills, Lyn seconded, carried.
   Don made motion to adjourn, Lloyd seconded,

                          January 3, 2017
   The December 5, 2016 Yorkana Borough Council meeting was held at 56 Main st. with following members present: Steve, Marv, Lloyd, Don, Chris, Lyn.  Absent: Bob and Ruthann.
 President Daugherty opened the meeting at 7:30pm with Pledge and  invocation by Lyn.
   Secretary report was submitted: Marv made motion to accept, Lyn seconded, Motion carried.
   Special meeting minutes were submitted: Lyn made motion to accept, Chris seconded, carried.
   Treasurer’s Don made motion to accept, Marv seconded, carried.
   Unfinished business:
   Marv and Rod will put up speed signs this month.
   Budget: Marv made motion and Lloyd seconded to adopt 2017 Budget at $37,000. Motion carried.
   Tax millage: Chris made motion, Lloyd seconded to keep Real Estate millage at .250 mills. carried.
   Settlement for bldg will be in Jan. a cashiers check will be type of payment to John Wilkin.
   Will apply for tax exemption to assessment office after settlement.
   NEW BUSINESS: Public meeting for MS4 will be held Mar. 6 @ fire hall.
   Hollabaugh complaint of more vehicles in backyard, Council will check on Zoning.
   Meeting dates set for 2017: Jan 2, Feb 6, Mar.6, April 3, May 1, June 5, July 10, Aug. 7, Sept. 5,

Meeting Minutes for a Special Meeting November 14, 2016

SPECIAL MEETING MINUTES.
                          NOVEMBER 14, 2016
     A special meeting of Yorkana Borough Council concerning purchasing 56 Main st. for a Borough office,
     All members present except Ruthann and Bob.
     Pres. Daugherty opened the meeting at 7:30 with Pledge and invocation by Rosalyn.
     Steve talked with John wilkin, presented Appraisal quote of $62,000.
     John Wilkin agreed to sell at $61,500, and not return rental amount or security deposit.
     Rosalyn made motion, Marv seconded to accept the amount.  Motion carried.
     Lloyd made motion and Marv seconded to do a title search  Motion carried.
     Steve will take care of contract sign agreement. Marv and Steve will sign agreement.
     After discussion with Sherry at BBT bank, she suggested we cash in all C.D’s, to pay off Wilkin, instead of
     borrowing on a credit line.   Marv made motion, Don seconded, Motion carried.
     Settlement will be Jan. 2017

Meeting Minutes for November 7, 2016

YORKANA BOROUGH COUNCIL MINUTES

                           DECEMBER 5, 2016

   The November 7,2016 Yorkana Borough Council meeting was held at 56 Main St. with following members present: Steve, Don, Marvin, Christine, Rosalyn, Lloyd.  Absent: Ruthann and Bob.

President Daugherty opened the meeting at 7:30 P.M. with Pledge and invocation by Rosalyn.

Keith Hannings from South Penn Code Consultants was present with his proposal for seo services, beginning Jan. 2, 2017.

Rick Brogan, General Manager from Modern Landfill and Rod Weitkamp, were present to share landfill progress and present Borough with 2 Solar speed signs, that Landfill purchased for the Borough, at a cost of $11,000. Landfill receives approx. 5000 tons a day. new extension will be possible in the next 9 yrs.

Rod and Marv will install signs.

Secretary report: Marv made motion to accept, Lyn seconded, motion carried.

Treasurer’s report: Don made motion, Chris seconded, motion carried

ENGINEER REPORT: mS4 Waiver begins in 2018, new municipal agreement will be needed, application in Sept. at a cost of $500 a public meeting needed in Feb. door hangers handed out in November and education materials set up at election.

UNFINISHED BUSINESS: Appraiser Brown, appraised 56 main at $62,000 @ at cost of $400 Steve will contact Wilkin

NEW BUSINESS: Rosalyn made motion, Don seconded to appoint Keith Hannings as the new seo for 2017 motion carried.

Lyn made motion, Chris seconded to donate $2000 to the fire co.  Motion carried.

2017 Budget was prepared by council, A proposed  budget of $37,000 and real estate

millage remain at .250 mills and percapia at $20. Lloyd made motion to accept, Marv seconded.  Motion carried, Nita will advertise budget.

Chris made motion to pay bills, Lyn seconded. carried.

Lyn made motion to adjourn, Don seconded.
