Meeting Minutes – November 2023

 YORKANA BOROUGH MINUTES

                                 December 4, 2023

The November 6, 2023 Borough council met at borough office with

Following members present, Steve and Don Daugherty, Chris Grosh, Marv Henise,

Ruthann Palacios, Lyn McElhenny and Mayor Skip McElhenny.

Pres. Steve opened the meeting at 7:30 P.M. with pledge and invocation by Mayor

Sec .report was submitted , Ruthann made motion to accept, Marv seconded, motion carried

Treasurer report was reviewed, Lyn made motion to accept, Chris  seconded , motion carried.

Unfinished business-

Speed limit sign was destroyed by an accident. Marv contacted State Farm for info.

Fall clean-up was Sat.

Tree lighting and Santa party happening Dec, 3

New business

Council decided to not apply for block grant.

Ruthann made motion; Don seconded to appoint Michelle Klugh as animal enforcement for 2024.

Carried.

Marv will meet with Don Hopple to fill out  911 form

Mayor and Treas. Prepared proposed budget for 2024, Ruthann made a motion, to accept a proposed

Amount of $52,000, Marv seconded, motion carried

Salary increases were suggested for council of $60 per meeting. $800 a yr., for mayor

Marv $175 a month for mowing.

Executive session was held to discuss sec,/treas. Salary

Council decided to buy a weed eater for bldg.. and outdoor bulletin board.

Lyn made motion to pay bills, Don seconded. Motion carried.

Ruthann made motion to adjourn, motion carried.

                                                     NOVEMBER 6, 2023

The OCTOBER 2, 2023 Yorkana Borough Council met at borough building with following

Members present:  Steve Daugherty, Chris Grosh, Lyn McElhenny, Marv Henise, Ruthann

Palacios, Don Daugherty Mayor Skip McElhenny

Patron present, Deb McElroy

Pres. Opened the meeting with pledge and invocation by Lyn.

Sec. report was submitted.  Ruthann made motion to accept, Lyn seconded, Motion carried.

Treasurer report was reviewed. Marv made motion to accept, Don seconded, motion carried.

Unfinished business: skip and Lyn attended YCBA meeting,

Yard sale was successful, fire co. Open house to be held this Thurs.

Marv attended EMA meeting.  New contract is coming.

Fall cleanup- Nov. 4

New business

Burn ban to be lifted Oct 5

Chris contacted landfill about speed sign.

Eyarc. Christmas with Santa and tree lighting first Sunday in Dec. at fire hall

Chris made motion to pay bills, Don seconded, Motion carried.

Ruthann made motion to adjourn, Lyns seconded, motion carried.

Meeting Minutes – August, 2023

YORKANA BOROUGH MINUTES

                                                            SEPT.5, 2023

The August 4, 2023 Yorkana Borough meeting was held at the borough office With all members present.                             

Pres. Steve Daugherty opened the meeting at 7:30 P.M. with pledge and invocation by Lyn Mc Elhenny.

Heather Bittner from YCPC was present to discuss a Transportation Improvement Plan. A draft plan will be offered in Dec. Council can offer any suggestions for safety of Borough.

Sec. report was submitted. Ruthann Palacios made motion to accept, Lyn seconded. Motion carried.

Treasurer report was reviewed.  Chris Grosh made motion to accept, Marv Henise seconded. Motion carried.

Unfinished business- speed limit sign still not working.

New Business

Ruthann made a motion to appoint Commonwealth of Pa. as our construction code firm Marv seconded the motion. Motion carried. Pres. To sign contract. Peter Schillings to be Our contact inspector.

Following to be notified of weed violations. Kefauver, Rehman, McElroy, and 67 Main St.

Yard Sale Sept. 8 and 9

Fall cleanup Nov. 4

Lyn made motion to pay bills, Don Daugherty seconded, motion carried.

                                                August 7, 2023

The July 10, 2023 Borough Council met at the borough office with the following

Members present: Steve Daugherty, Chris Grosh, Marvin Henise, Don Daugherty,

Ruthann Palacios, Absent Rosalyn McElhenny and Mayor Lloyd McElhenny.

Pres. Steve opened the meeting at 7:30 P.M. with Pledge and invocation by

Chris Kraft.

Sec. report was submitted. Ruthann gave motion to accept, Chris seconded.

Motion carried.

Treasurer report was reviewed. Marv made motion to accept, Don seconded.

Motion carried.

Engineer Chris Kraft reported that Borough owns,  .01 of a mile (580 ft) of Fry”s AVE.,

,o9 of Macphelah Rd., .o5 of Goldendale dr., and ..01 of Valley View RD.

UNFINISHED BUSINESS.

Marv to check with landfill on speed limit sign

Marv to check on banner replacement

Chris reported website is now working

Lyn and Skip attended YCBA quartely meeting

Council approved bill from Mayor of $187.50 for painting curbs and fire hydrants

NEW BUSINESS

Nita to check with  CCIS for fee schedule, for UCC contract

EYARC would like to hold story time with Santa on DEC. 3 at fire hall in Yorkana,If fire co. approves. Borough would like to put a tree up near their flag pole, and have a tree lighting ceremony, and Christmas caroling.

Eyarc will provide treats, crafts, and SANTA for the children

YORKANA BOROUGH MINUTES

                                                 JULY 10,2023

The June 5, 2023 Borough council meeting was held at boro office, with following

Members present, Steve Daugherty, Marv Henise, Chris Grosh, Don Daugherty,

Lyn McElhenny, Absent Ruthann Palacios.

Pres. Steve opened the meeting at 7:30 with Pledge and invocation by Lyn

Patron : John Gohn @ 80 Main St. was present to complain about resident at 82 Main, his trees are falling on his property and refuses to take care of a dangerous situation, council advised him to go to magistrate Fishel and file a complaint

Sec. report was submitted,  Lyn made motion to accept, Don seconded, motion carried

Treas. Report was reviewed, Marv made motion to accept, Chris seconded, motion carried.

Unfinished business:

Marv will contact landfill about speed sign

Lyn contacted Chris Eaton about Wrightsville trucks, he said ,he cannot do anything

Banners, they do not respond back to Steve

Website- Sarah McVicker does not get back to Chris, Steve will contact her father

Curbs, and fire hydrants ,Skip will get paint and do the painting   

county Burn ban is in effect

New business;

High grass McElroy and Rehman

Code administrators, Jason Stevens has closed his business.

Lyn and Skip to attend quarterly YCBA meeting and dinner

The May  1, 2023  borough council met at the Borough office with following members Present. Chris Grosh, Marv Henise, Lyn McElhenny, Don  Daugherty, Ruthann Palacios. Absent  Steve Daugherty, Mayor Skip McElhenny

Vice Pres.  Chris Grosh opened the meeting at 7:30 with pledge and invocation by Lyn

Sec. report was submitted, Ruthann made motion to accept, Lyn seconded. Motion carried

Treas. Report was reviewed. Don made motion to accept, Marv seconded, motion carried

Unfinished business.

Speed sign was fixed.

Lyn, nothing from Wrightsville on fire trucks speed

Chris, working with Sara McVicker with Go Daddy on website

Marv, painting of curbs and fire hydrants

County lifted the burn ban

Spring cleanup is Sat.

New business.

Fire Co. is  possibly  merging with Yoe and Dallastown, called Safer

Filing cabinet needs moved from fire hall

Speed limit sign on east side of town is not working, Marv will check

Pres. Steve opened the meeting at 7:30 P.M. with pledge and invocation by Lyn.

Treasurer report was reviewed, Marv made motion to accept, Don seconded, motion carried.

Unfinished business:

Lwt twp. Will not repair Fry’s ave.as it is private lane, Steve will have Chris Kraft verify.

Speed sign, landfill will fix

Wrightsville fire trucks speed.,their mayor will inform Borough council.

Website, Chris will work with Go Daddy as our host

New credit card was received.                                                                                                                       

New business:

Council approved new contract for commercial insurance,with Kochman.

EYARC donated 100 new flags for Memorial day in boro.

Marv made a motion, Ruthann seconded to have treasurer take out 2 CD>s for 1 year.

Steve contacted SEO about problem at 44 main st.

Marv will check on getting someone to paint fire hydrants and curbs

 LYN SENT LETTER TO CHAD LIVELSBERGER FROM WRIGHTSVILLE ABOUT FIRE TRUCKS SPEEDING THROUGH BOROUGH. SHE WILL FOLLOW UP WITH EMA REP. AND CONTACT MAYOR OF WRIGHTSVILLE.

NITA TO CONTACT LWT. ABOUT REPAIRING FRYS. AVE.POT HOLES.

MARV PURCHASED EXTRA LETTERS FOR OUTDOOR SIGN.

NEW BUSINESS.

PRES.OF FIRE CO..SAID THEY ARE RENTING THE OLD  FIRE HALL OUT IN BOROUGH

NITA ORDERED 100 NEW FLAGS FOR MEMORIAL HOLIDAY FROM EAST PROSPECT BOROUGH.

YARD SALE WAS SET FOR SEPT 8 AND 9TH.

STEVE WILL TALK TO ENGINEER TO SEE IF FUTURE GRANT, CAN BE USED FOR REPAIR OF FRYS. AVE.

NITA WILL CHECK TO SEE HOW EXPENSIVE INTERNET WOULD BE FOR BORO. BLDG.

EYARC SUMMER CAMP IS FULL, WITH A WAITING LIST.

RECYLE AND TRASH CONTAINERS TO BE ORDERED.

ROAD CREW COULD REPAIR IN THE SPRING.  BORO.WOULD HELP PAY LWT. FOR REPAIRS.
