Meeting Minutes – June, 2023

YORKANA BOROUGH MINUTES

                                                 JULY 10,2023

The June 5, 2023 Borough council meeting was held at boro office, with following

Members present, Steve Daugherty, Marv Henise, Chris Grosh, Don Daugherty,

Lyn McElhenny, Absent Ruthann Palacios.

Pres. Steve opened the meeting at 7:30 with Pledge and invocation by Lyn

Patron : John Gohn @ 80 Main St. was present to complain about resident at 82 Main, his trees are falling on his property and refuses to take care of a dangerous situation, council advised him to go to magistrate Fishel and file a complaint

Sec. report was submitted,  Lyn made motion to accept, Don seconded, motion carried

Treas. Report was reviewed, Marv made motion to accept, Chris seconded, motion carried.

Unfinished business:

Marv will contact landfill about speed sign

Lyn contacted Chris Eaton about Wrightsville trucks, he said ,he cannot do anything

Banners, they do not respond back to Steve

Website- Sarah McVicker does not get back to Chris, Steve will contact her father

Curbs, and fire hydrants ,Skip will get paint and do the painting   

county Burn ban is in effect

New business;

High grass McElroy and Rehman

Code administrators, Jason Stevens has closed his business.   

Nita to contact site designs

Lyn and Skip to attend quarterly YCBA meeting and dinner

Lyn made motion to pay bills, Marv seconded. Carried.

The May  1, 2023  borough council met at the Borough office with following members Present. Chris Grosh, Marv Henise, Lyn McElhenny, Don  Daugherty, Ruthann Palacios. Absent  Steve Daugherty, Mayor Skip McElhenny

Vice Pres.  Chris Grosh opened the meeting at 7:30 with pledge and invocation by Lyn

Sec. report was submitted, Ruthann made motion to accept, Lyn seconded. Motion carried

Treas. Report was reviewed. Don made motion to accept, Marv seconded, motion carried

Unfinished business.

Speed sign was fixed.

Lyn, nothing from Wrightsville on fire trucks speed

Steve, banners

Chris, working with Sara McVicker with Go Daddy on website

Marv, painting of curbs and fire hydrants

County lifted the burn ban

Spring cleanup is Sat.

New business.

Fire Co. is  possibly  merging with Yoe and Dallastown, called Safer

Filing cabinet needs moved from fire hall

Sec. , to notify residents of high grass

Speed limit sign on east side of town is not working, Marv will check

Council vacancy,

                                                       MAY 1, 2023

The April 3, 2023 borough council meeting was held at boro office with the Following  present, Steve  Daugherty, Chris Grosh, Marvin Henise, Lyn McElhenny,Don  Daugherty, Ruthann Palacios, Mayor McElhenny.

Pres. Steve opened the meeting at 7:30 P.M. with pledge and invocation by Lyn.

Sec. report was submitted, Ruthann made motion to accept, Lyn seconded, motion carried.

Treasurer report was reviewed, Marv made motion to accept, Don seconded, motion carried.

Unfinished business:

Lwt twp. Will not repair Fry’s ave.as it is private lane, Steve will have Chris Kraft verify.

Speed sign, landfill will fix

Steve waiting to hear about banners

Wrightsville fire trucks speed.,their mayor will inform Borough council.

Website, Chris will work with Go Daddy as our host

New credit card was received.                                                                                                                       

New business:

Council approved new contract for commercial insurance,with Kochman.

EYARC donated 100 new flags for Memorial day in boro.

Marv made a motion, Ruthann seconded to have treasurer take out 2 CD>s for 1 year.

Steve contacted SEO about problem at 44 main st.

Marv will check on getting someone to paint fire hydrants and curbs

Chris made motion to pay bills, Ruthann seconded carried.

THE FEBRUARY 6,2023 BOROUGH COUNCIL MET AT THE BOROUGH OFFICE WITH FOLLOWING

 LYN SENT LETTER TO CHAD LIVELSBERGER FROM WRIGHTSVILLE ABOUT FIRE TRUCKS SPEEDING THROUGH BOROUGH. SHE WILL FOLLOW UP WITH EMA REP. AND CONTACT MAYOR OF WRIGHTSVILLE.

NITA TO CONTACT LWT. ABOUT REPAIRING FRYS. AVE.POT HOLES.

MARV PURCHASED EXTRA LETTERS FOR OUTDOOR SIGN.

NEW BUSINESS.

PRES.OF FIRE CO..SAID THEY ARE RENTING THE OLD  FIRE HALL OUT IN BOROUGH

NITA ORDERED 100 NEW FLAGS FOR MEMORIAL HOLIDAY FROM EAST PROSPECT BOROUGH.

YARD SALE WAS SET FOR SEPT 8 AND 9TH.

STEVE WILL TALK TO ENGINEER TO SEE IF FUTURE GRANT, CAN BE USED FOR REPAIR OF FRYS. AVE.

NITA WILL CHECK TO SEE HOW EXPENSIVE INTERNET WOULD BE FOR BORO. BLDG.

EYARC SUMMER CAMP IS FULL, WITH A WAITING LIST.

RECYLE AND TRASH CONTAINERS TO BE ORDERED.

MILLAGE RATE AT .250  MILLS. AL SUGGESTED WE DROP THE PER CAPITA FOR ONE YEAR.

TAX COLLECTOR STATED IT IS TOO LATE AS INFO WAS SUBMITTED TO PRINTER. COUNCIL TO REVIEW

FOR 2024 IN NOV. 2023. MOTION CARRIED.

NEW BUSINESS

MARV MADE MOTION TO DONATE $2000 TO YORKANA FIRE CO. 3 YEAHS AND 2 NAYS. DON SECONDED

MOTION CARRIED.

COUNCIL WILL VOTE ON SITE DESIGNS IN JAN.

FRYS AVE. POT HOLES, NITA WILL CONTACT ZONING OFFICER AT LWT. TO SEE IF

ROAD CREW COULD REPAIR IN THE SPRING.  BORO.WOULD HELP PAY LWT. FOR REPAIRS.

                                      OCT. 3, 2022

THE SEPT. 6, YORKANA BOROUGH COUNCIL MEETING WAS HELD AT BOROUGH OFFICE

WITH ALL MEMBERS PRESENT.

PATRONS PRESENT: RICK AND LINDA ROSS, TIM O’DONNELL AND CURTIS.

PRESIDENT STEVE DAUGHERTY OPENED THE MEETING AT  7;30 P.M. WITH

PLEDGE AND INVOCATION BY LYN McELHENNY

TIM UPDATED   COUNCIL ON LANDFILL  EXPANSION  CURRENT LANDFILL WILL BE

FULL IN 2025.  HE IS HOPING  LWT WILL RECONSIDER BEING THE HOST MUNICIPALITY

NEW EXPANSION WILL COVER 120  ACRES, THEY OWN 300 ACRES

17% OF TRASH COMES FROM MD.  83% FROM PA.

TIM PRESENTED T0 COUNCIL A CHECK OF $20,000 FOR NEW SIDEWALK INSTALLATION

ROSS’S .ISSUED COMPLAINT ABOUT PROPERTY ON 79 MAIN ST. OF HIGH WEEDS

AND TRASH, AND PEOPLE SLEEPING IN CARS

THAT ON  75 MAIN ST. PEOPLE ARE LIVING IN SHED OR BARN, USING A JIFFY JOHN.

SEC. WILL SEND VIOLATION LETTERS TO BOTH, AND CONTACT SEO.

Pres. Steve Daugherty opened the meeting at 7:30 P.M. with pledge and invocation

Patrons Sandi Cunningham(LWT Manager) and Michele Lowe(LWT, zoning officer)

Were present to  present a multi municipal comprehension plan, asking Council

If interested.  At a cost of $5000. Implemented in 2024. Council will get back to them.

Sec. reported was submitted, Lyn made motion to accept, Ruthann Palacios seconded,

Motion carried.

Treasurer report was reviewed, Marv Henise made motion to accept, Chris Grosh,

Seconded,  motion carried.

Engineer  Chris Kraft stated MS4waiver application was submitted.

SMW  ordinance to be reviewed by CGA law firm and advertised, for adoption in OCT.

Buildingcommittee report—facing on porch needs down and railing needs installed.

Will hold back $500 until finished.

Landfill will pickup dumpster. Tim O’Donnell  will give boro check for $20,000.

KINSLEY will start 2nd week of Aug.

Have Keith  Flaharty mow Moyer property 1 time a month

Lyn will check with Stan Saylor about grant to get tech equipment.
