Meeting Minutes – October 7, 2019


Yorkana Borough Minutes

November 4, 2019

The October 7, 2019 Yorkana Borough Council met at the borough building

With all members present.

President Steve Daugherty opened the meeting at 7:30 p.m. with pledge.

Secretary report was submitted. Ruthann Palacios made motion to accept

Lyn McElhenny seconded, motion carried.

Treasurer report was reviewed:  Blade Kline made motion to accept, Don

Daugherty seconded. Motion carried.

No engineer report.

Patron Rick Krissinger was present to ask if they were allowed to have bee hives on property. Council agreed it was allowed.

Unfinished business:  trees were removed on Janet Smith property and Boro Property,

Marv and Don will follow up with Tim O’Donnell on paving of Fry’s ave. pot holes.

Steve will talk with Vicki Krotzer on Loschiavo property.

Blade  made a motion to adopt the SALDO resolution on House Bill 103,  Lyn

Made motion to accept, 2 yeahs and 4 nays.  resolution will not be adopted

NEW BUSINESS: election board are taking training on new procedures.

Blade will be representing Yorkana at quarterly boro assoc. meetings.

Ruthann made motion , Marv Henise seconded to retain Klugh animal control

For 2020. motion carried.

Lyn made motion, Don seconded to retain S.P.C.A. as animal retention, carried.

Ruthann made motion to donate $2500 to fire co., Marv seconded, carried.

Lyn made motion to donate $250 for Halloween party, Blade seconded, carried.

Trick or Treat was set for Oct. 31, from 6-8

Ruthann made motion to pay bills, Blade seconded, carried,

Don made motion to adjourn, Lyn seconded, carried.

Meeting Minutes – September 3, 2019

YORKANA BOROUGH MINUTES

                                                      October 7, 2019

The Sept. 3, 2019 meeting  of Yorkana Borough Council was held at the borough building

With all members present.

President Steve Daugherty opened the meeting at 7:30 P.M. with pledge and invocation

By  Lyn McElhenny.

Secretary report was reviewed, with following correction, Williams resident was notified

Of high grass in back of their property. Ruthann Palacios made motion to accept,

Lyn seconded, motion carried.

Treasurer report was reviewed, Marv Henise made motion to accept,  Don Daugherty

Seconded, motion carried.

Engineer – Chris Kraft attended, no new updates.:

Unfinishd business: Janet Smith tree removal will start on Monday, Chris Grosh voiced

Her concern that borough set a precedence on having trees removed, council stated

That no borough monies are being used ,landfill is  assuming the project.

Sidewalk was installed in front of Kefauver property by gas company.

Council members inspected Hollabaugh yard and grass has been mowed.

Street light was repaired.

Don and Marv will set up a meeting with Tim O’Donnell

Firemen’s parade was held

EMECA – Marv attended on Aug. 14-  new Deputy Kurtis Timmer

NEW BUSINESS – resident Linda Loschiavo passed away with no known relatives.

Steve will check with her neighbor to see if borough needs to get someone to

Mow lawn.

Marv issued concern of Wrightsville rescue truck traveling at a high rate of speed

Through borough for Metal Tech Recycle emergency . would like a letter sent to

Fire co. informing them of our concern.

Council tabled the new SALDO resolution being considered in Harrisburg until

Next meeting and they have time to review                                                                                                                                  Fire co. centennial celebration will be held Oct. 5 at ball field

The July 1, 2019 Yorkana Borough council meeting was held at borough office with

Following members present; Marv Henise, Chris Grosh, Blade Kline, Ruthann Palacios,

Patron, Al Sadek was present, and Tom Hollabaugh.

Unfinished business;  trees on Janet Smith property, landfill tree contractors will

Look at her trees and trees at boro building. Marv and Nita will meet with Janet.

Pot holes on Fry save, waiting on landfill

HAZARDOUS MITIGATION PLAN- Lyn made motion to adopt resolution, Ruthann

Seconded.  Motion carried.

Tom Hollabaugh complained about grass strip by Paul Sowers fence, he refuses to

Mow as directed by Magistrate, because of debris.,

Stated he is working  on his car trailer.

Firemen’s convention will be held in Borough Aug. 16 and 17, with parade at

1 on the 17th. Borough will put up no parking signs.

Lyn reported on EYCEMA Meeting;

Paul Sowers came late to meeting to  complain about Hollabaugh, after heated

Discussion, Sowers threatened council and secretary stating he will come after us

And get rid of us. Marv Henise instructed him to sit down or leave.

A court trial is coming up between sowers and hollabaugh, sec. and mayor are

Being supoened to testify.

Lyn made motion to pay bills, Ruthann seconded, motion carried.

Yorkana borough council met on June 3, 2019  at borough office.

All members present

Pres. Steve Daugherty opened the meeting at 7:30 p.m. with pledge

Sec. report was submitted- Rosalyn made motion to accept, Ruthann seconded

Motion carried.

Treas. Report was reviewed, Marv made motion to accept, Don seconded, carried.

No engineer report

Tree – Marv and Don met with Tim O’Donnell at landfill , they will cut down trees

And do cleanup

Janet Smith got 2 quotes for her trees of $13,000 and $10;000

Pot holes frys ave. – Lyn got 2 quotes of b8800 & $9,000 on hold until July meeting

Blade and Lyn attended Stan Saylor meeting

New Business;

EYCEMA – Chris Eaton has two applications for Deputy

Tom Hollabaugh was present to complain of Sowers not mowing on his side of fence.

Mayor informed him that the magistrate said that Tom Was to mow it and not Sowers

Marv made motion to pay bills, Chris seconded.  Carried.

Ruthann made motion to adjourn  until July 1, Lyn seconded. Carried

                                                      JUNE 3, 2019

THE MAY 6, 2019 YORKANA BOROUGH COUNCIL MEETING WAS HELD AT BORO OFFICE.

WITH ALL MEMBERS PRESENT.

PRES. STEVE DAUGHERTY OPENED THE MEETING AT 7;31 P.M WITH PLEDGE OF ALLEG-

IANCE AND INVOCATION BY ROSALYN MCELHENNY.

SEC. REPORT WAS SUBMITTED: RUTHANN PALACIOS MADE MOTION TO ACCEPT,

ROSALYN SECONDED. MOTION CARRIED.

TREAS. REPORT WAS REVIEWED: MARV HENISE MADE MOTION TO ACCEPT, LYN

SECONDED, MOTION CARRIED.

ENGINEER CHRIS KRAFT WAS PRESENT TO EXPLAIN STORM WATER , MAINTAINANCE

AGREEMENT. MARV MADE MOTION, ROSALYN SECONDED TO WAIVE THE AGGREEMENT

FOR ROBERT CRUM PROJECT, BUT FUTURE PROJECTS WILL HAVE TO ADHERE TO ORDINANCE.

MOTION CARRIED.  WE WILL NEED FORM FOR FUTURE PROJECTS.

UNFINISHED BUSINESS: DON DAUGHERTY REPORTED THAT BOROUGH CONTRACT FOR

MET ED ST. LIGHTING IS 2011- 2031, IF COUNCIL WANTS LED LIGHTS , COUNCIL WILL HAVE

TO PAY $6,000 TO FULFILL CONTRACT , PLUS INSTALLATION FEES.  COUNCIL DECIDED TO

NOT MAKE ANY CHANGES TO LIGHTS DUE TO THE COSTLY EXPENSE.

TREE REMOVAL- MARV WILL GET 2 QUOTES FROM SMELTZER AND SPECIALTY TREES.

CONCERN OVER JANET SMITH’S 2 LARGE TREES, THAT ARE DEAD IN FRONT YD.

NITA WILL CONTACT HER WITH COUNCILS CONCERNS.

FRY’S AVE. POT HOLES – ROSALYN HAS BEEN WORKING ON 3  DIFFERENT QUOTES.

MAYOR WILL GET SPRAY PAINT AND MARK AREA NEEDING TO BE REPAIRED.

NEW BUSINESS: BLADE KLINE TO ATTEND STAN SAYLORS MEETING.

MOTION BY BLADE AND SECONDED BY CHRIS GROSH TO ALLOW OUR FIRE POLICE

TO PARTICIPATE IN NON EMERGENCY EVENTS AT DALLASTOWN AND 0THER BOROS

FIRE CO. CONVENTION HELD HERE ON AUG 12, PENN DOT AND ST. POLICE WILL NEED

TO BE NOTIFIED TO CLOSE STREET FOR PARADE.

REMINDERS: ELECTION MAY 21.

FLAGS FOR MEMORIAL DAY TO BE PLACED IN BOROUGH

EYARC CARNIVAL ON MAY 26 AT EAST PROSPECT BALL FIELD

Lt. Spingler from State Police was present to update council on calls from Sept 1, 2018 –

Mar. 26,2019 – 3 wrecks and 1 harrassment

Tom Hollabaugh complained about Sowers fence falling down.

Lyn talked with Dallastown manager about their LED lights. They have 130

The March 4,2019 borough council met at borough office with following members

present: Blade Kline, Chris Grosh, Ruthann Palacios, Rosalyn McElhenny, Don

Daugherty, Marv Henise,  Mayor Skip McElhenny.        Absent: Steve Daugherty

Vice President Henise opened the meeting at 7:30 P.M. with pledge of allegiance And invocation by Lyn.

Sec. report was submitted,  Ruthann made motion to accept, Lyn seconded. Motion Carried.

Treasurer report was reviewed: Blade made motion to accept, Chris seconded, carried.

No engineer report.

Unfinished business:

Led street lights: sec. presented quotes from Met Ed.  Mayor will check with Dallastown, Mayor on wattage

Sec. will invite them to next meeting for more clarification.

Rod Weitkamp will cut tree down when weather clears.

Pot holes on Fry ave. to be finished when weather clears.

New business:

Ruthann made motion Don seconded to have solicitor draw up new sewage ordinance.   Motion carried.

Mayor will inspect properties for abandoned vehicles, sec will send letters certified mail.

Marv will get a new flag and stand for inside building.

York county firemen’s convention will be held in borough, August 17  followed by a parade.

Engineer Chris Kraft was present to discuss stormwater ordinance, send copy to David Sinopoli

unfinished business: Don Daugherty contacted met ed concerning L.e.d. street lights

waiting for their response.

Rod weitkamp still wants to do tree removals.

Mayor Skip and Nita to visit Law Library to view past ordinances.

New business: Nita will order 25 more zoning ordinance books from YCPC

New garbage and recycle pickup day will change to Tuesday. Republic services will

Borough taxes will be mailed , will include newsletter stating abandoned vehicles

The January 7, 2019 Yorkana Borough Council meeting was held at borough office with

Unfinished Business:
Crum property, storm water was completed.
Tree, Marv and Don will get two quotes to have trees removed.
New Business:
Storm Water Authority information meeting will be held Jan. 22 at LWT building at 6 P.M.
Council appointed: Blade and Ruthann to represent council on YATB
Nita will send newsletter with tax bills in Feb. stated that all property owners with
Abandoned vehicles will be fined March 1 if vehicles are not removed. Mayor will
Monitor.
Community yard sale will be May 4, 2019
Don will check with Met Ed on street light prices.
Fire co. is going to replace sign at fire hall, will contact Sinopoli
